The National Election Committee (NEC) has reviewed and approved the format for the lottery that will determine the ranking of political parties on the ballots for the forthcoming 4th mandate capital-provincial-town-district council elections.

According to a press release issued after a March 5 meeting headed by NEC chairman Prach Chan, some content and wording of the documents were revised, and a draft for the ‘lucky draw’ format was agreed upon. 

The drawing will be used to determine the position of parties on the ballot, using white and blue for the capital-provincial and town-district council elections, respectively.

The meeting also approved 11 publications for distribution, including the NEC Newsletter, a party policy bulletin, brochures, election party leaflets, election declarations, an instructional flyer explaining how to use the ballots, media ethics during the electoral process, election date stickers, NEC logo hats and media thank-you cards.

NEC secretary general Tep Nytha stated that the lotteries will take place at the secretariats of the country’s 25 nationwide electoral commissions.

He noted that, in line with the election calendar and the commission’s regulations, the draw would take place subsequent to the official publication of the voter list of political parties and candidates on April 10, which marks the deadline.

Nytha said the capital and provincial electoral commissions can then proceed with ballot preparation if there are no objections. However, if any questions arise, he said the commission can finalise the polling cards on the following day.

NEC confirmed in a March 6 press release that four political parties had put forward their candidates during the four-day registration period for the mandate council elections, concluding on March 5. 

The parties include: the ruling Cambodian People’s Party (CPP), which has registered in all 25 polling stations for the capital-provinces and all 209 districts, with 8,616 full and reserve candidates; the Khmer Will Party (KWP) in 15 polling stations for 118 districts, with 4,938 candidates; the Nation Power Party (NPP) in 11 stations for 45 districts with 2,008 candidates; and FUNCINPEC in five stations for 27 districts with 1,006 candidates.

The election is scheduled for May 26.
